Global Street Design Guide

Here's another quick post and more on the 'work' aspect of my life. I just wanted to share this article with a link to a Global Street Design Guide that was developed by the National Association of City Transport Officials (NACTO) in the United States (US). It's a nice guide that's based on the experiences of many cities in the US including transformations that have made commuting more efficient, enhanced mobility and, most important of all, improved safety. "Unsung heroes" for sustainable transport in the Philippines

A "Bayanihan sa Daan" is being held today at Malacanan. It is supposed to be a recognition of sorts for organisations, local governments and individuals who have contributed or advocated for people-friendly (i.e., pedestrians and bicyclists) roads and cities in the Philippines. I am glad to see some cities that we have assisted or advised being recognised as well as organisations that we have collaborated with who are present at the event. Unlike them, we were not invited to the event nor have we been recognised by the current administration for our efforts in promoting sustainable transport. Perhaps it is because it is a given in our center's mandate and the recognition is really for those who went out of their way to initiate, promote or implement programs and projects for people-friendly transport.

There are names I could mention in our organization who have done a lot for sustainable transport in general, whose works in more than a decade have helped increase awareness on environmentally sustainable transport (EST) among national agencies and local governments and have spawned. They have conducted so many workshops, seminars and consultations with agencies like the DOTC, DPWH, DENR and MMDA, and LGUs including all Metro Manila cities and municipalities, Cebu City, Davao City, Cagayan de Oro City, Baguio City, Iloilo City and others. These were done at a time when these entities had little knowledge of sustainable transport and international agencies were uncertain about whether they should engage and who they should engage for EST and related initiatives. 

I defer from naming these responsible and progressive-minded people as I know they would prefer to remain rather anonymous but working effectively to realize sustainable transport in the Philippines. I do know they are selfless and tireless in their advocacies for sustainable transport unlike others who seem to be on-board because of the bandwagon or because it is fashionable to do so. There are those, too, who seem to be in it for the past many years but are actually only hangers-on and interested more in the funding and not in coming up with sustainable transport systems. I hope that these sustainable transport initiatives can themselves be sustained. It's one thing to be loud about your advocacies and appear as a hardcore proponent but actually ningas cogon and in it for the attention, and another to be a silent worker whose works actually formed the foundation for current initiatives and continue to work behind the scenes to effect EST in the Philippine setting.

Gearing-up for a Decade of Action for Road Safety: 2011-2020

Today we are holding a Road Safety Conference with the theme "Gearing-up for a Decade of Action for Road Safety: 2011-2020." The theme is consistent with a worldwide campaign led by the Global Road Safety Partnership (GRSP) and its partners that aims to curb the sharp increase in the incidence of road crashes. The program was actually launched last year at the Road Safety Forum held in October in Singapore and formalized with the first Transport Ministers' conference on road safety held in Moscow the following month of November.

The Road Safety Conference in the Philippines is organized by the Automobile Association Philippines and the National Center for Transportation Studies of UP, and is mainly sponsored by Toyota Motor Philippines as a major part of the latter's advocacy for road safety. Partners include SafeKids Philippines, Pilipinas Shell and 3M Philippines. This year, we are happy to have on board the fledgling GRSP Philippines (PGRSP) that is comprised of major companies dedicated in promoting road safety in the country.

The program includes 3 panel discussions with the first one tackling road safety legislation including the status of the Road Safety Bill filed in the last congress. The second panel discussion will feature the International Road Assessment Program (i-RAP) that will be implemented in the Philippines through the Department of Public Works and Highways (DPWH). The assessment will involve an automated audit of more than 4,000 kilometers of roads throughout the country. These include roads classified under the Asian Highway (AH) network as well as the tollways of Luzon island. The third panel discussion will be on eco-safe driving. which is a practice that aims to promote both safety and energy efficiency by encouraging more relaxed driving while putting emphasis on regulating the driver's use of the gas pedal. The latter, in effect, allows the driver to manage the engine revolution so that upon acceleration and during cruising, the engine will only reach around 2,000 r/min maximum.

These are but among the many topics that are part of the bigger picture that is road safety. They are surely among the most interesting ones that are oriented toward actions necessary if we are to succeed in cutting down the steady rise in road crashes and save lives. The topics are also a welcome departure from past conferences where many presentations showed statistics and sought to establish context for road safety initiatives. That context is already well established and if one is not aware or has a clear understanding of the state of road safety, then perhaps that person is disconnected with what is happening around him.

This year's Road Safety Conference will be held at the GT Toyota Asian Center Auditorium at the University of the Philippines Diliman. It is a whole day event that starts at 9:00 AM and concludes at 5:00 PM.

Compromising EST

I, together with my colleagues at the University of the Philippines, have been advocating for environmentally sustainable transport (EST) in the Philippines. In one of our more recent workshops with representative of various government agencies, some participants insisted on identifying targets that we attainable based on agencies' present capacities. That was obviously premised on these same agencies not making any significant effort to improve themselves through capacity building or enhancement. As such, it was to me a resignation, an act of compromising when the stakes are high and there are no clear terms being offered by the enemy, which is environmental degradation due to transportation.

The results were tell-tale and indicative of how government has engaged the challenges brought about by unsustainable transport systems. Strategies convenient with respect to the status quo were stated, and any real effort to come up with more aggressive (and challenging) targets, such as those critical in effecting EST, were not achieved.

I believe that our role is to influence these people and, if necessary, take them by the hand and guide them like a another leads a blind person, so that they may realize the urgency of the situation. That same urgency is inherent in the inconvenient truth that Al Gore and other advocates for the environment, for the survival of our future, our descendants, have bravely presented for all to reflect and act on. We should and must formulate and implement inconvenient strategies. Strategies that will translate into meaningful programs and projects that will stave off the detrimental impacts of our present activities, if only to preserve this world for the next generations.

The advocacy for the environment and EST requires sacrifice. Indifference and resignation to our current lot will get us nowhere and ultimately dooms us as well as our world. It is not too late to try and it would certainly help if we do our part and make a genuine, honest effort to keep our earth alive.
